It does pull him up short for the barest of moments because that's definitely not a "no don't flirt with me" but it's also not the reaction he was hoping for, either. Does Kai not understand what Bashasa is getting at? Does he want to turn him down gently, without making either of them say it? Does he want it as well and doesn't know how to tell him? He has no idea. But Kai's not shying away and he's all but given explicit permission at this point, so he has to believe that this, at least, is alright.
